You are in control of your own server. Not GameTracker or anyone else so I don't see the point why you write an admin application here.
About your question, it's much easier and safer if you can install AMX Mod X in your server and add admins yourself. If you have further doubts about this, ask here: https://forums.alliedmods.net/forumdisplay.php?f=7

Not a bot.
Many are, but that one wasn't. They are pretty easy to spot and I usually get them (bot or human) within a few hours. Sometimes account suspension can take a while after that I am a community user. I do not reply to private message requests for support. Hint: I do not accept (or reply to) personal requests for re-ranking or unbanning. You must use the forums please.
