Your server can not be found using HLSW.
If you cannot find your server on line using HLSW (www.hlsw.net) then it is unlikely that anyone would be able to join it, and almost certain that you can not add it to Gametracker. If your level of knowledge is not sufficient to create a public server, and you do not have a static IP address, it is going to be much easier and safer for you to rent a game server.
