I want to create a Server to play with my friends but we do not have an IP number or when we use one, it does not have a Ranking

If you are referring to your home internet connection, then it definitely has an IP number assigned to it.

If you want in-game rankings, there are separate plugins for that.

Your GameTracker server ranking will either go up or down depending on your server's player count compared to other servers. In case that your server was appearing as NR. or not ranked, that might be due to your server IP being blacklisted, probably because someone else was using the same IP address to host a server with fake players to rank up.

I assume that you've already created the server with HLDS?

If that's the case then you'd want to use the site - https://whatismyipaddress.com to find your public IP address.
